September 29, Deng Yunfeng, a member of the Standing Committee of the Shandong Provincial Party Committee and Minister of the United Front Work Department, conducted an on-site inspection of HaoYang Environmental Co.,Ltd.’s “New-Type Geosynthetic Intelligent Manufacturing Expansion Project.” , Tian Weidong, Secretary of the Dezhou Municipal Party Committee; Zhang Zhihua, Member of the Standing Committee of the Dezhou Municipal Party Committee and Head of the United Front Work Department; Gao Jigang, Vice Chairman of the Standing Committee of the Dezhou Municipal People’s Congress; and Wang Cheng, Deputy Secretary of the Yucheng Municipal Party Committee and Mayor, accompanied the inspection tour, gaining an in-depth understanding of the project’s progress and the enterprise’s innovative practices.
As a national high-tech enterprise and a leading player in the geosynthetic materials industry, Haoyang Environment’s recent expansion project has attracted considerable attention since its inception. During the field visit, Chairman Zhao Kuili provided the research team with a detailed overview of the project’s planning and key construction highlights: This The project is planned to cover a total area of 216 mu, with a gross floor area of 144,000 square meters, and will primarily comprise core facilities such as production plants and an R&D center. The project will be implemented in two phases: Phase I, spanning 66 mu, will develop approximately 44,000 square meters of plant space, focusing on the deployment of three intelligent manufacturing lines for advanced geosynthetic materials and the procurement of 30 sets of supporting production equipment; Phase II, covering 150 mu, will add another 100,000 square meters of facilities, including production plants and an R&D center, with plans to introduce five additional intelligent manufacturing lines and 80 sets of production equipment, thereby establishing end-to-end capabilities across the entire value chain—from R&D and production to testing.
“We employ internationally advanced processes such as melt extrusion and needle punching, enabling an annual production capacity of 800,000 tons of next-generation geosynthetic materials upon commissioning!” Zhao Kuili stated that the project not only focuses on scaling up but also places particular emphasis on integrating intelligence with sustainability: the production lines are equipped with intelligent control systems, reducing energy consumption by more than 20%; and the product portfolio spans multiple sectors—including seepage prevention, reinforcement, and environmental protection—meeting the needs of major national projects in metallurgy and mining, water conservancy, ecological restoration, and other fields.
During the field visit, Minister Deng Yunfeng went directly to the project site to inspect construction progress and workshop operations, with particular focus on technological innovation, industrial-chain collaboration, and market prospects. “Geosynthetics are an ‘invisible yet essential’ component of infrastructure—can your products measure up to world-class standards?” “After the smart‑technology upgrade, will workers’ skills keep pace?”
In response to the question, Zhao Kuili stated: “We have established a research and development team in collaboration with universities, successfully overcoming numerous bottlenecks in material performance, with some products reaching internationally leading levels. At the same time, through a mentorship program pairing experienced workers with newcomers, coupled with digital training, we are ensuring that our industrial workforce undergoes simultaneous skill upgrades.” He stated that, upon completion, Haoyang Environment will create more than 200 new jobs and foster the coordinated development of local upstream and downstream industries, including polymer materials and equipment manufacturing.
From blueprint to construction site, from “manufacturing” to “intelligent manufacturing,” the expansion project of Haoyang Environment not only reflects the growth of a single enterprise; with the commissioning of an 800,000‑ton‑per‑year production capacity, the “geotechnical prowess” embodied on this land may well write a new chapter in the green and smart upgrading of China’s infrastructure.
