Release date:

2017-11-08

On October 21, 2017, HaoYang Environmental Co.,Ltd. convened a site inspection meeting for the acceptance of environmental protection facilities related to the project involving the one-step production of spunbond needle-punched nonwoven fabrics using waste plastics (recycled PET bottles). The acceptance team comprised representatives from the project construction entity (HaoYang Environmental Co.,Ltd.), the environmental impact assessment agency (Shandong Mintong Environmental Safety Technology Co.,Ltd.), the monitoring agency (Shandong Luhuan Testing Technology Co.,Ltd.), the design and construction units of the environmental protection facilities (Hebei Qingda Environmental Protection Machinery Co.,Ltd.), as well as two specially invited experts (names attached).

On October 21, 2017, HaoYang Environmental Co.,Ltd. convened a site inspection meeting for the acceptance of environmental protection facilities related to the project involving the one-step production of spunbond needle-punched nonwoven fabrics from waste plastics (recycled PET bottles). The acceptance team comprised representatives from the project’s construction entity (HaoYang Environmental Co.,Ltd.), the environmental impact assessment agency (Shandong Mintong Environmental Safety Technology Co.,Ltd.), the monitoring organization (Shandong Luhuan Testing Technology Co.,Ltd.), the designer and contractor of the environmental protection facilities (Hebei Qingda Environmental Protection Machinery Co.,Ltd.), as well as two specially invited experts (names attached).

The acceptance team conducted an on-site review and verification of the implementation of environmental protection measures during both the construction and operational phases of this project. Following careful deliberation, inspection findings were formulated and corrective action requirements were issued. As of November 5, all required rectifications have been completed. Based on our company’s self‑inspection, we conclude that the project meets the conditions for environmental protection acceptance. In accordance with the Regulations on the Administration of Construction Projects and the relevant requirements for self‑conducted acceptance by enterprises, the project’s acceptance opinions are hereby made public as follows:

I. Basic Project Information

The enterprise is implementing this project within the Dezhou (Yucheng) National High-Tech Industrial Development Zone, and this acceptance represents the comprehensive acceptance of the entire project.

II. Acceptance Monitoring Results

The “Environmental Protection Acceptance Monitoring Report for the Project on Producing Spunbond Needle-Punched Nonwoven Fabric via a One-Step Process Using Waste Plastics (Recycled PET Bottles)” issued by Shandong Luhuan Testing Technology Co., Ltd. (Document No. Lu Huan Yan Zi [2017] No. YS13035) indicates that:

1. Operating Conditions

Acceptance monitoring period: October 12–13, 2017. During this period, the project operated normally, with all production equipment running smoothly. The plant’s production load ranged from 91.6% to 92.5%, meeting the requirements for environmental protection acceptance monitoring upon completion of the construction project. Accordingly, the monitoring was conducted under valid operating conditions, and the results can serve as the basis for the project’s environmental protection acceptance upon completion.

2. Exhaust Gas Monitoring

During the acceptance monitoring period, the non-methane total hydrocarbon (NMHC) exhaust gas generated during the polyester bottle‑flake melting and side‑blowing air cooling processes was treated by a plasma–UV photocatalytic oxidation purification system. The maximum NMHC emission concentration after treatment was 4.91 mg/m³, which complies with the emission limits specified in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB 16297‑1996).

During the acceptance monitoring period, the maximum concentration of total non-methane hydrocarbons in fugitive emissions at the plant boundary was 1.69 mg/m³, which complies with the fugitive emission limits specified in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB 16297-1996).

3. Wastewater Monitoring

During the acceptance monitoring period, the pH values ranged from 7.04 to 7.18; the maximum COD concentration was 74 mg/L, the maximum SS concentration was 83 mg/L, the maximum ammonia‑nitrogen concentration was 6.50 mg/L, the maximum total phosphorus concentration was 0.59 mg/L, the maximum total nitrogen concentration was 22.4 mg/L, and the maximum animal and vegetable oil concentration was 1.49 mg/L. The concentrations of wastewater pollutants complied with the Class B limit requirements specified in the “Water Quality Standard for Wastewater Discharged into Urban Sewerage Systems” (CJ 343‑2010).

4. Noise Monitoring

During the acceptance monitoring period, the daytime noise levels at the project’s plant boundary ranged from 53.4 dB(A) to 60.2 dB(A), while the nighttime levels ranged from 45.0 dB(A) to 52.4 dB(A). Both sets of measurements complied with the Class 3 requirements specified in the Environmental Noise Emission Standard for Industrial Enterprises (GB 12348-2008).

5. Status of Solid Waste Disposal

The solid waste generated by this project mainly consists of:

 During the production process, polyester melt solidification blocks generated during spinning discharge, as well as polyester waste produced during spinning and winding, amount to 330 t/year. After collection, these materials are sold to recycling companies for use in regranulation.

 Waste packaging bags, with an annual generation of 5 t/a, are collected and sold to a materials recycling company.

For domestic waste generated by employees, with a project staffing of 60 personnel and an annual operating schedule of 330 days, the estimated generation rate is 0.5 kg per person per day. Accordingly, the project’s annual domestic waste output is approximately 9.9 tonnes, which will be collected and transported on a regular basis by the local sanitation authorities.

All solid wastes generated by the project have been properly managed and disposed of.

III. Recommendations for Acceptance Monitoring

1. Strengthen the maintenance and management of all pollution treatment facilities to ensure the stable operation of environmental protection systems.

2. Dispose of solid waste promptly to prevent secondary environmental pollution.

3. Strengthen the maintenance of underlying equipment to reduce the environmental impact of noise.

4. Strengthen environmental awareness; in accordance with relevant environmental protection regulations, develop an environmental risk emergency response plan, complete the required filing procedures, and conduct regular drills to ensure timely and effective response in the event of a pollution incident.

5. Establish routine environmental management, environmental monitoring, and environmental statistics systems to strengthen environmental management.

IV. Conclusion

HaoYang Environmental Co.,Ltd. implemented the relevant environmental protection measures in accordance with the EIA and its approval during the project’s execution, established corresponding environmental management systems, and ensured that the discharge of “three wastes” complies with the relevant national emission standards. At present, the project has completed the completion acceptance of its environmental protection facilities and will officially commence production.
